Pretty sure it was Colombia, as Charles originally wrote. Trump said his tariffs against Colombia were immediate, urgent and decisive measures. That the State Department officially announced sanctions relating to this ( LINK) suggests it was a genuine directive, not solely a threat.
As for the cassettes, this sounds like an oddly demeaning thing to say. Colombia's major exports to the US are things that the US tends to need, such as oil and other mineral fuels.

Peter, the White House press release misspelled “Colombia” as “Columbia” which is what Kevin is referring to.

I get it now too... In England the equivalent was called the Britannia Music Club. Not the first thing springs to mind for me with Columbia, therefore!
The pause in federal assistance is interesting because it's the latest example of attempting to stretch the strength and powers of the Executive Branch... And an audacious one, given this is an attempt to interfere with spending that Congress has passed into law.
We should not forget that tariffs were long the preserve of Congress (and still should be according to the Constitution), but has been delegated to the President since the 1930s. Anything that can unilaterally be imposed by a single person is inherently lacking congressional oversight and, furthermore, there's a real risk of things being introduced that are not backed by substantive justification.

As for Colombia, Trump didn't order tariffs. He threatened to impose them if the President of Colombia refused to accept deportees back into his country. Within two hours of making the threat, Colombia backed down and the tariffs weren't imposed.
As was mentioned before, there is plenty of real information to be outraged about concerning Trump. No need to invent causes.

Real reasons: He pardoned violent racists who stormed our Capitol and beat cops for hours. The Proud Boys leader was convicted of sedition and was involved in multiple murders. Pardoned with no reason, just to salve Trump’s bruised ego.
He is in process of a soft coup, taking away sections of the constitution like congressional purse power, natural born citizenship, dishonorable discharges for trans soldiers through prejudice and discrimination.
He is breaking the laws around protecting lifetime government posts. In success, he will dismantle any checks on his power, having removed all inspectors general or institutional guards.
Just scratching the surface here. The intentional flood of outrages means that a percentage of the terror will stick no matter what.
