This question is first for JB, but afterwards anyone can chime in...

When the X-Men debuted, Cyclops was considered the most powerful member of the team (not counting Prof. X). 

In X-MEN #3, we saw Cyclops do this...
Fruitless Pursuits: Comic School Review: X-Men #3 1964 Beware of the Blob!

...Cyclops, using his full power, blasted back a charging bull elephant, some 12,000 tons of force headed right toward him, and thrown back, deep into the ground, like about 100 feet, it seems.

Amazing!

So, only in the context of how Lee & Co. considered their characters' power levels back then, circa 1963, how would characters like the Hulk, the Thing, the Submariner, Iron Man, etc., fare against a full blast of Cyclops' eye beams? Would the Hulk at least temporarily be held back? Would the Thing actually be hurt? Would Iron Man be damaged?

First, that would be POUNDS, not TONS!!

Then—well, there have always been issues with Cyclops’ beams, and that scene is a prime example. Impressive as it is, it raises many questions about the pure physics of the moment—even comic book physics. Note, for instance, that Cyke isn’t braced in any way, so we might wonder as much about the strength of his neck as the power of his beams!

In the end, the analysis of this scene would be “can he do it?” Yes! We just saw it!
