Of course, this could all be very wrong, But according to the site, Jurgens has 17,394 pages of writing, and 11,566 of pencilling. I'm assuming that the double-duty page count is a majority of at least the pencilling number. The pattern of writer-artists seems to be that the number of stories that they write but don't draw is a small percentage of their total work.
Even if these numbers are off from reality, it does seem that JB and Jurgens lead in writer-artist page count by a mile, because nobody else even comes close.
EDIT: Welp, looks like I experienced what happens when one assumes. Going by Story Count by exporting the pages and running a line count, JB has 567 stories as both writer and penciller/artist. Jurgens has only 289. Jurgens had a lot more writer-only issues than I assumed. Jurgens Writer-only story count is 492, JB's is 142.
Their art-only story count is closer, though - 219 for Jurgens, 228 for JB (though if you include plotter/co-plotter credits like the the UXM run, that goes up to 277)
JB looks to be the clear winner, living or otherwise, in double-duty Writer/Artist story count with 567 (616 if you count plot/co-plot). Jack Kirby has 492.
