"Resource" is a broad term. It doesn't have to be referring to a person. To me it just reads as a general anti-American attitude.

Things like oil and gas, beef, and even people. The term “brain drain” was adopted to describe educated folk who went in search of greener pastures in the US.

Maybe the General was ticked that most of William Shatner's work was south of the border. Imagine Captain Kirk with claws. The fight with the Gorn would have ended a lot quicker.

You're closer to the mark than you might think, Brian. The drain of Canadian talent toward Hollywood has been going on for a long time. Shatner is only one example. A short list includes Fay Wray, Lorne Green, Leslie Neilson, James Doohan, Lorne Michaels, and a host of others.Somewhere I read that by population, Los Angeles was the seventh largest Canadian city!

Regarding the General’s comment, I thought of the Avro Arrow controversy and the engineering team ending up at NASA. But as JB points out, there is a long list of examples.

Mr. Byrne! You are brilliant! This "partial" restoration of Logan's memories is a hard reset on his character---essentially wiping out all the later junk. He is now (once again) the Wolverine that arrived at X-men #94.
