Needs some thought to get a list, but Spider-Man would have to be my No 1. Reading those first 30+ issues, where the villains were (in the main) fleshed out with their own origin stories. Excellent.

Seems the recurring villains happened at a greater rate during the earlier parts of longer run titles. 

I'll split them up;

Just so we can keep it right:

I asked who YOUR FAVOURITE Rogues Gallery was. not who the best arch enemy was or their best rogues. Just overall which superhero and ALL their rogues were your favourite.
