"Limited" is not a word I would use there. That's insanity.

It's "limited" if someone brought 26 books.

Over the years I played with many different numbers, for books I would sign, trying to find the right balance of fairness to the person getting the signatures, the people in line behind him, and me! And I found that no matter WHAT the number, even when I had no limit at ALL, there would inevitably be at least one person per day who wanted just a FEW more.*

* How can someone want more when there is no limit, you ask? Simple! He approaches me when I am eating lunch, or before I have started signing, or after the show is officially over for the day. And there was always a story. "I'm a dealer, and I was stuck at my table all day..." And so was I!!

At a Boston Con a few years back, Joe Kubert would sign two items for no charge, then charge a dollar a signature for each item thereafter.  I've never much liked the practice of charging for signatures, but this seemed like a reasonable approach under the circumstances.  One can quibble about whether the "right" number should be 2, 5, or something else, but striking a balance, whatever that balance is, seems fair to me.  People with excessive quantities of books to be signed not only take up the artists' time, but impose waiting costs on others hoping to speak with the professional and get a signature or two.
