Totally untenable for him to remain in position.
By 2013 we had a law that required religious leaders to
report any and all accusations to the police.
We had to go through that a couple of times at the church.
That he didn't, regardless of the level of information he
had, broke that law.
We don't get to vet the info, we have to report. Simple as.

And just to be clear - one of those reports was about me
and my wife and our 2-3 year old son.
It was harrowing having been reported, but the person who
did report us had nothing more than a feeling but knew he
had to report.
There was nothing to it by the way.

Church goers continue to wonder: How many child rapes is too many?
How many before we stop giving money to the rapists and their protectors?

If only there was some way to know!

This taps into my English blood. Always did think “Archbishop of Canterbury” sounded much cooler than “Pope”. Or even “Bishop of Rome”.

Does America have nothing like our DBS system?
We have to check every person who works with children & vulnerable
adults.
Of course, if the people @ the top cover up & hide people who have been
caught, that system fails @ the first hurdle.

So many instances where the church, & businesses, have covered up the
most heinous crimes against children & women. Nd it always seems to be
that numerous people knew exactly what was going on.
Why don’t people report this stuff?

Billions are regularly awarded now to the victims of various churches. Not
nearly enough and always, the trail leads on for more and more abuse to be
uncovered.

If power corrupts, what does the power over young people’s souls do?

I can only say that if the gym I went to turned out to be raping children and
protecting their staff if rapists, I’d want that gym out of business. Churches
are different. Not for any good reason that I can see.

James, in America some child-adjacent licensed businesses and professions require background checks, but the laws vary by city and state, and at the federal level.

I once worked at a nonprofit youth center. Background checks were not required by law, but were supposedly a corporate policy. I was horrified when I learned they hadn't run background checks on staff or contract teachers in years. (Something I probably should have realized when I was hired and didn't undergo one.)

The justifications were not enough money, and that cronyism ensured almost everybody hired was a friend who would never commit rape (except me, ). They were almost eager for the chance to demonstrate the community's strength should the worst happen, with a march or a candlelight vigil or something. (The Trump campaign's giddiness about assassination attempts reminded me of this experience). They dismissed my argument that their vision of "community" practically engineered an environment to enable abuse, pressure victims and protect abusers.

Fortunately the mismanaged finances led to everyone getting laid off and the programs shut down. I am not aware of any allegations of abuse, but more than a decade later, I'm still haunted by the possibility. The youth center director failed upward to run a city agency.

Lot's of reasons why this kind of thing goes on...the old
boys network, cronyism, fear of losing a highly paid job if
you become a whistle blower, protecting the "brand" etc.
Still abhorent though.
As for DBS checks, i had one for a job, and all it really
proves is that you have a clean police record. You could
still be a sex offender, just haven't been caught. I think
Welby has ignored this to protect the brand.

It takes a great deal of moral and ethical bravery to tell on yourself, especially when you can convince yourself that the misconduct is historical, has been stopped, and the disclosure would harm your institution. 

That many of our oldest religious institutions repeatedly fail to pass this moral test says about everything that needs to be said, doesn't it?
