So is the bill just kind of a mission statement?  There's no language whatsoever to say 'oversight of FAA' or 'monitoring of fuel sources and airport maintenance' or anything?

You’re asking me how they plan to combat a conspiracy theory that has no
basis of truth. I can’t do that nor do I plan to try. I offered it as an example
of what kind of lunacy is happening and how our government officials are
embracing it.

Well, the obvious solution is to have jets turn their engines off over Tennessee airspace and simply glide until they land or exit Tennessee airspace, where they'd be free to power-up again.
Duh.

I'm also a Tennessean, and our state legislature is doing a lot of idiotic things.

The town of my birth recently kept out a proposed solar farm, with some citizens expressing fear that it would "use up the sun."

As the BBC link says, chemtrails aren't mentioned in the law, rather it bans geoengineering by adding chemicals to the atmosphere.
