Chemtrails are not a “theory”. Most generously they are a hypothesis. Realistically, they are paranoid delusions.

Having taken a closer look, there's nothing about Tennessee or indeed any legislation in that article - that's specifically what I was asking about. What's the body of the proposed TN bill?

The State of TN agrees with the conspiracy theory the article refers to that
the federal government has added chemicals to the planes’ exhaust to
manipulate the weather, control peoples’ minds, sterilize the population…
and we are in the process of passing a law banning the chemtrails.

Someone who lived in Cuba told me Castro & co. used to panic people there about U.S. planes spraying them with chemicals. They could see the contrails with their own eyes. This would've been in the '70s. Misinformation is nothing new of course. Rush Limbaugh was doing it all over the radio fomenting outrage over things like there being more trees in the U.S. today than when the country was founded and over women having just loads of sex on the dime you paid to cover their birth control pills.
Here we spray for Gypsy Moths sometimes and the foil hatters always come out against that. 'Twas ever thus?
