There's not too many examples of Aparo inking other artists.  In fact, aside from a couple fill-in issues of The Brave and the Bold drawn by John Calnan, I can't think of any other examples.

Am I the only one who thinks Aparo tinkered with the faces to fit the DC house style? Or was that JB tailoring his pencils for the same reason?

Aparo inked Calnan in B & B # 126 (1976, guest starring Aquaman), and Joe Staton in # 148 (1978, with Plastic Man; Staton getting this assignment this may have been a 'dry run' for the Plas series Staton did in 1979, which ultimately ran in ADVENTURE COMICS). 
Aparo also inked Rich Buckler's pencils for the cover of #137(1977, with the Demon), and  for one issue in 1978,when  B &B very briefly ran a HUMAN TARGET backup feature, Aparo drew Christopher Chance, while someone else did the drawing for the main Batman team-up illustration.

Very nice to read this issue again.  The art is excellent, of course, but I also am so impressed by how well those Silver Age expansions of Batman's origin still worked in 1981 and still do today.  Even after Batman got so much more serious in the 60s and 70s, these "extra bits" with Chill and Moxon don't seem gratuitous, unlike some of the stuff tacked on to Superman's origin around the same time.  I'm very fond of Superman stories from that era, but, as I think JB has said, it seemed like EVERYBODY lived in Smallville at some point and maybe four or five people actually died when Krypton exploded.

The only bits here that seem a little creaky are Joe Chill's mother helping to raise Bruce (though it does explain Chill's name nicely and Alfred having a dark secret is kind of cool) and Moxon's amnesia.  Everything else really holds up, makes sense, and enhances Batman's story without lessening the big two iconic moments of the Waynes dying and Bruce choosing to become a bat.  

edited to correct a dumb mistake -- apostrophe-s for a non-possessive plural!  Ack!  I hate when I do that!

The guy with the sun-burst is the Signal Man (I remember him from the Perez drawn JLA-JSA team-up against the Secret Society of Supervillains). The Fu Manchu type is probably Dr. Tzin-Tzin. He appeared a couple of times in the 70s, though I recall him as the bad guy in the Peacemaker limited series in the 1980s.

The garish fellow with the cape is the Signalman. The fellow with the appearance of a stereotypical Asian villain is Dr. Tzin-Tzin.

And with some internet investigation, I believe I can safely say that the bald fellow with the glasses & bow tie is Mirror Man.

There is a small chance that the bright yellow guy with the Fu Manchu is supposed to be Sensei of the League of Assassins... Hard to tell with the freestyle coloring being used on this page...

The page Nathan posted looks the most like pure JB. Not a complaint
mind you, but there's a good chunk of Aparo coming through in the
inks of that issue. Aparo has a distinctive way of drawing noses.
Again, not a complaint. I think they made a good team.

Now, he may have been named, but does anyone know who the guy
with the horns under Robin's hand is?

Noah Smith correctly identified the horned villain as the Calendar Man. Another website I visited looking for info on Mirror-Man noted that Calendar Man in that shot is in his Wednesday costume, dressed as Odin. If I'm not mistaken the relevant story involving that outfit was drawn by Walt Simonson. (Batman #312, June 1979)
