I think the 'forbidden to breed' bit does
add little extra oomph in terms of how
freedom has been crushed in this future…

Problem is, it introduced something that
had not existed in the Marvel Universe
before that panel!

Stan and Jack presented us with Mutants
and Humans, strictly either/or. Roy Thomas
introduced "non-mutant variants", which
meant people like the FF, Spider-Man, and,
in the specific to the story where the
term first appeared, Sauron. But they were
still HUMAN.

But there were not, before this issue,
people who had the POTENTIAL to gain
powers. There's another stain that spread
far in the MU!

I misunderstood that.   I thought the A
group wasn't referring to people like
Peter Parker but people like Jean or
Scott's parents: people with the potential
to have mutant children. They were the
ones forbidden to breed. (But I guess that
doesn't fit the whole premise that anyone
could have a mutant child. )

EVERYONE has the "potential to have mutant children." If the case is otherwise, then, as noted, it creates a new subset not part of Stan and Jack's original model. And pretty soon we have people "fated" to become superheroes (or villains), and that's DC territory.

Excellent splash page for part two!  Note the title was previewed at the end of the previous issue as "Time Out of Mind", but the title ends up being "Mind Out of Time".
