The bottom is Kirby balls and then a splattering of white paint
with a toothbrush. Old school technique.

Not really, just take a piece of paper and make a quick trace of
the figure and then just lay it over. For me a little sloppynes
adds to the over all look.
Its hard to see it on this scan, i'll try scanning it in greyscale.
