I'm pretty certain it's Gil Kane's pencils. Naming the inker is much trickier, I would lean toward Wally Wood but it would require a bigger scan to be sure.

I like the colors in this one (From New Mutants Forever #1):
In the example you posted, it's not the style of colour that bothers me so much as the choices of colours.
It's so dark with browns and blacks...seems they missed opportunity to use brighter contrasting colours on the couch and books as well as the backgroundless battle panels choosing brick reds, and dark greens....even the withe dress shirts of the men and Emma's dress seem gray to me.

Ti'm's post on the last page makes me want to pull out those issues of NEW FRONTIER and read them again. Is the paper on the Absolute Edition the same as that used in the individual issues? If not, how does the art look on that different stock?

Wallace, I first read New Frontier in the two volumes of the TPB and to me the Absolute is better than those. I don't know if this helps or not.
I'm not sure if you're aware but there are also extra story pages scattered throughout the Absolute, so if you really needed an excuse…
The Annotations at the back are really good as well. If you're into that sort of thing,

If I recall, 2 issues before this one, Amara talks about her grandmother or great great gran and it turns out it's Selene.

two issues before issue #1? at any rate, i agree that the colourists technique is good, he just needs a much better/more dynamic pallet . . not all grey and brown.

I actually found all but the top panel nicely readable. At least, in terms of color and layout! On the other hand, how many people are in this room and where are they? I can make absolutely no sense of the geometry of it, and Selene just pops up out of nowhere.
It makes them all look less like heroes and a lot more like pawns of the plot. "Oh, look, I'll draw Shaw going down -- without attempting to explain how he is overcome. And now I'll draw Selene knocking down all the soldiers -- without attempting to explain what she was doing earlier in the scene."

I've had a theory for a while that the reason so many new comics with the computer coloring look so dark has to do with the process. The pages are colored on an electrically-lit screen, then the artwork is printed onto an opaque page. It seems to me that some colorists compensate for this, while many others don't. I've seen a few books from Marvel in the last year that were so dark, I couldn't tell what was drawn under the color.
I've also noticed an annoying (to me) trend in reprints where comics from the 70's/80's that were printed with monochromatic backgrounds have now been detailed giving each item it's own scheme. This really loses the whole effect of "popping" the characters or objects in the foregound.
