Solar is great, don't get me wrong, and the incentives offered are fantastic, but it has been reported that it takes a decade or more to recoup the cost of purchase and installation with regard to savings off an electric bill. For people who don't know how long they'll be in their homes or simply don't want to finance the upfront cost, it makes sense that solar hasn't caught on as fast as some want it to.
