Cant see Stan and Jack doing this. Thor in many ways is their take on Captain Marvel.

Tragedy and Captain Marvel just don't go together. (And, yes, I do know all about Captain Nazi, Freddie Freeman and a row boat.)
My guess at a Marvel approach for the weakness and limitation would be that Billy Batson would find it so restricting to be a child and that he would want to be Captain Marvel all the time, but there would be some sort of negative consequence in doing so. Perhaps it would treated like going without sleep for too long. The adult Captain Marvel would become dangerous, erratic, out-of-control without some time off as the child Billy Batson. So young Billy would have to struggle with the challenges of being too big to be little and too little to be big, longing for those brief moments when he can become the World's Mightiest Mortal.
I don't know if Captain Marvel would have been a Kirby book, either. Jack didn't much care for working with someone's leftovers. Assuming a late-1960s launch, Stan would have likely handled the debut with John Romita or John Buscema and then turned it over to Roy Thomas and Gil Kane.

I'd switch Aquaman and the Sub-Mariner. DC's characters tend to be a lot more powerful and epic than M****l's, and in this case these two are the reverse. Namor has super-human strength and can fly. Aquaman talks to fish. If Aquaman was in the 31st century, he'd be a member of the Legion of Substitute Heroes.

I'd switch the Flash over to Marvel. Then he'd have better villains to fight.

Metamorpho, long considered by many to be DC's "Marvel" book, over to Marvel. Iron Man to DC. Tony Stark could have a friendly business rivalry with Bruce Wayne. Peter, the Flash is widely regarded as having one of the best Rogues Galleries in comics -- of what better villains are you thinking?

Flash's rogues gallery is great -- just not, IMO, for Flash. For a hero who can run around the world twice in the blink of an eye, his rogues gallery is pretty underwhelming. Put them up against someone who's Spider-man power level, and they'd be a lot more impressive.

I'd send the Doom Patrol to Marvel and Quasar to DC. (Captain Marvel, Plastic Man, and their supporting casts should be in their own shared universe.)

Giant Man and the Martian Manhunter. Pym always seemed to be more of a DC style character and at Marvel, the Martian Manhunter would have been a little more unique of a character, able to step out of Superman's shadow.
