Could be the time punch clock for work. As for the order of the clock it could be that the years are random like on a roulette wheel, so the danger for a hero is random!
As for my oldest comic, I have a battered copy of Amazing Spider-Man Annual #1. It's a great comic. It's such a fun issue, lots of fun stuff in it. Lots of great art. It's also so beat up I don't feel bad treating like a regular magazine.

Interesting thing about that Captain America 46 cover that a lot of people miss, is Cap has chopped off the head of the evil Nazi with his shield. The distance between the head and the shoulders is a bit of a giveaway.
