Great picture!
JB, how would you describe the perspective work in this image? If I'm interpreting things correctly (a big "if"), it looks like both sets of buildings share a vanishing point in the center and then each set has another vanishing point off to its respective side (ie the set on the left has a v.p. to the left). There is also another shared vanishing point above, to give a sense of height. Four vanishing points total, by my count. So does that qualify as four-point perspective, or is this a special case of three point perspective?

Correct, Ben. I suppose this would be a "4 Point" perspective -- and two of the four (the horizontal ones) are much closer than they should be, in order to "force" the perspective and -- hopefully! -- add to the sense of speed.

I am always so excited to see metal drawn and drawn well, and your buildings aren't too shabby, Mr Byrne the entire time I have been on this forum, you have never drawn a clunker. I agree about your willingness to talk shop, you are a living legend.

Specialist Rule or not, Surfer wins that one without having to change his calm expression.
Barry, on the other hand, works harder and harder all the while feeling GREAT that he's finally met someone faster than himself. He can't stop smiling, so, of course, he invites the Surfer home for dinner to meet Iris. It's just the polite thing to do, because the race was so awesome.

Super fast characters like the Flash are a really good lesson in why we should never look at these things too closely. In a race like this, Norrin Radd would have several advantages, not the least of which being that he can travel well over the speed of light and stay close to the planet's surface, whereas Barry, if he hits escape velocity, gets hurled off into space.This is something the comics traditionally chose to ignore, of course. Wisely.
