On occasion he has been shown to roll it up from under his chin. The mask part is separate from the rest of the suit, as are the boots and gloves. The tunic is also separate from the leggings.
(In some shots that struck me as odd, he has been show tucking things -- envelopes mostly -- into his "belt", as if the webbing around his waist is part of the leggins, rather than the tunic.)

Yeah, some artists draw the red "belt" as if it were part of the leggings, while others (such as Ditko and JB) use the lower edge of the "belt" as the separation line between the tunic and leggings.
Some artists cheat with the mask's separation line. Occasionally, Parker's entire neck is covered by the costume's tunic, and other times, he has more of a Superman-esque cut to the tunic (with his exposed neck covered by the mask when it's in place).
In the movies, both versions of the costume's neckline appear, depending on the scene!
