Yes she was.  It was retconned from a flapper to a go-go dancer in the 60's.  Then it was retconned yet again from a go-go dancer to a video dancer (MTV) in the mid 90's.

I seem to remember during JB's run on FF when Reed and Sue opted to try secret identities, their neighbors were Hi and Lois, and a few other comic strip characters like Dagwood Bumstead were at their housewarming party.

Yup, and Dagwood came from a wealthy family.  He was disowned when he married Blondie and it was never mentioned again. (Mentioned this before I read the above posted strip from 1931)
