Who's a favorite obscure character? One you know could probably never carry a series, but they're cool enough that they should be appearing somewhere, instead of being exiled to limbo?
I was looking through some old Superman comics this weekend and came across Shadowdragon; an exiled prince who straddles the line between hero and mercenary.
He has no powers, and relies on a combination of martial arts and tech based weaponry- really a mish-mash of lots of different character archetypes.
For a very brief time he was a neat addition to Superman's supporting cast, and got his own annual.

Black Orchid- In her original iteration was a mystery to herself and even the reader. I loved how different writers played along and didn't give away her secrets.

Neal Adams said there are no bad characters, only bad writers. By this reckoning, any character deserves a comeback—in the right hands.

Other than Darkseid (who is overused), DC seems to have no idea what to do with Jack Kirby’s incredible Fourth World Universe.
There are multiple JSA characters who are worthy of their own books, particularly Dr Fate and Hawkman.

Other than Darkseid (who is overused)…••• When I said I wanted to use Darkseid as a main Superman villain, DC was initially resistant. “Nobody cares about those characters!”

No idea why but Stingray had a costume I really loved. And a proper return for Deathlok wouldn't go amiss

I've long said that I'd be 100% in for an Arcade series, featuring the villain using Murderworld and various other over-the-top death traps and games to take out his targets.... sometimes succeeding and sometimes failing. Would LOVE this.
I also had been hoping for an obscure Spider-Man villain named Mindworm to make a return, since he creeped me out as a kid. I made the mistake of responding to Paul Jenkins' challenge on the Alvero Spider-Man Message boards, years ago. He solicited obscure villains, saying he'd pick one to feature in an upcoming Spectacular Spider-Man issue. I waw thrilled when he stated he would take my suggestion and use Mindworm. He brought back the character, gave him a series of torturous life events, since the 1970's Amazing appearance and... prompted killed him.

I don't like villain series. At all. The short lived Joker series in the 70s was a prime example. Villains are at their best when they are used in limited doses. They don't and, to me, shouldn't be the focus. They work in opposition to their rival and rarely if ever work on their own. Deathstroke is the only one who had a long running series (The Punisher would come close) but even then it worked hard to justify itself. In the end, I just can't root for a straight-up villain no matter how much I think they're great.

When I was a little kid, my older brother had a comic collection which I would sneak and read. Then I came across this issue of the Hulk. This character gave me nightmares and I didn't even read the issue. Years (and years) later, I always wondered whatever happened with him. I believe his name is Aquon
