What’s going on off-camera left that has those guys in the foreground distracted?
Also impossible cape, even by Batman standards.
It's a weird piece, interesting but weird. The coloring also doesn't do it for me.
Wonder what year it's from.

You point out what you think is a flaw. I merely pose a question. Steranko is too good an artist for the poses of those characters to be accidental. ALSO, nothing wrong with the cape that I can see.
