I know you ask in jest, but your question provided me with an interesting thought. If we go by the seven year rule, Doom has only controlled Latveria for approximately six or seven years. It's possible that much of his staff continue to remain in the positions they previously held under the deposed king. Doom, after all, can be very "magnanimous" in victory and would not hold "his people" responsible for the injustices done to him by the previous king.
Yes, ironically though, the way it is phrased, it sounds like something Doom would say. Conjures images of being chained to a desk in the dungeon of Doom's castle terrifyingly spitting out scripts for Doom's approval :)
Latverian officials should have unwritten rules on how to correctly speak to Doom - especially when he is angry or impatient. You'd think they'd have instituted unofficial classes among themselves to disseminate such knowledge, but maybe nobody survives long enough to organize it.
