It's a mediocre artist making an attempt to replicate the "downsized" Kingpin of Netflix, I'd guess.

Because I don't find much in that panel attractive or exciting. The face in particular seems almost offensive.
Do you like it, or think that it suits superhero comics?

Andrea Sorrentino•• Except for the modern interpretation of the characters, not seeing anything there I don't like. Reads a bit as if Steranko and Mignola had a kid. Certainly not "mediocre".

The most striking aspect to his work to me is the lack of a weighted outline of the figures. Not a traditional approach to comics, but comics have been much more varied with artistic style in the last decade. That must be the Kingpin because I found this Daredevil page with his image:
