Since Simon & Kirby envisioned Cap in 1940, I don't see him being all
that altered in this scenario.

EXCEPT, if we're talking pre-1938, that's before Superman and Batman and tight-fitting colorful costumes and masks.  I WOULD like to see a more pulp hero version of Cap.
