Steve Englehart says on his website that Romita inked but he can't remember who provided the pencils.

Other than what comes through from the inks, I don't see any Romita in the pencils,  emulated or otherwise.

While it doesn't look exactly like Mark Bagley to me, either,  there is something about the way some of the musculature is drawn that has a "Bagley" vibe to me.  But,  other parts don't seem to be his work, so who knows...
