When I think of major villains of the Marvel Universe, these are the two I think of. They've both been shown to be extremely powerful, and extremely pervasive in the fictional universe. Looking for personal opinions from the forum, are there any other Marvel villains you think of as being on the same level? For me, probably not. Certainly not Kang, at least not as we've seen him portrayed. Perhaps, Dormammu and Thanos, but they don't seem anywhere as pervasive as the other two. I understand Ultron, Apocalypse, and Annihilus have had moments recently, but those have come after my time as a reader. Are they on the same level? What say the rest of you?

Dr. Doom Magneto Kingpin Dr. Octopus Mandarin Red Skull Loki
...basically, the old-school, Acts of Vengeance bigwigs.
Galactus, even though he is beyond good and evil, gets a nod from me, as well.

I think we'd have to throw Norman Osborn into the mix.
Possibly the Red Skull and Loki. The Kingpin?
I totally agree Doctor Doom is a cut above the rest. I wouldn't have agreed so readily with Magneto, but on reflection I struggled to easily come up with other names that measure up to him.
I think Doctor Octopus was just as high profile a villain (or perhaps even more so) when I was a reader, but he's so tied to Spider-Man that it curtails that 'pervasive' aspect you mentioned.

I've totally bought into the Galactus characterization of "force of nature...from outer space".
Hell, I usually find myself rooting for him!
Dr. Doom is the most important true villain in all of comics to my mind.

What I wouldn't give to see the original unrepentant villain Magneto back.
I specifically remember them going down this road a long time ago but it didn't seem to stick.
If memory serves, Magneto had gone back to being the badass villain he'd been in the past and was destroying all traces of the "fake" life he was living; he even murdered the people who'd created the false "Erik Lensherr" identity.
It might have been Carlos Pacheco that was drawing X-Men at the time. I remember Magneto declaring something along the lines of "There is only Magnus now!"
My initial Google search yielded nothing, but now I need to make sure I'm not mistaken.

I'll restrict my votes to non cosmic powered villains who have the power to take on a squad of heroes single handedly in combat. Only three come to mind as the big hitters.Doom Magneto Ultron
These others are just as powerful but just don't have the presence of the big hitters. Graviton Kang Count Nefaria (Briefly) Kang should probably be the toughest to beat with his future tech and time based hind sight but so far he hasn't lived up to hi potential.
Juggernaut gets an honorable mention as the toughest brute, but he just doesn't classify as an arch villain like the others do.

If he put his mind to it, the Molecule Man would beat them all. His power really does dwarf the other villains.
Electro is also very powerful, depending if his powers can affect the electricity in the human body, can kill with but a thought if that's the case.
