I suspect it's to prime the fans for new actors when the current actors fulfill their contracts, or just grow too old for the part.

Edit: HAHA, I swear I wrote my reply before reading Michael's

Hollywood doesn't operate like comics. When Evans and Downey step down, they'll hire new actors to play Rogers and Stark.

See James Bond, Sherlock Holmes, Tarzan...

"...the point of these legacy heroes is to have ideas in place when actors like RDJ and Chris Evans become too old for their roles."

I hear this a lot (including from a lot of my friends) and I have to tell you--

There's NO way they're going to make movies (risking $100+ million each time) about a female Thor or Iron Man or a Korean teen Hulk!  (And they've shown no reluctance in recasting the Hulk twice.)  The only possibility is recasting Captain America--IF they had killed him at the end of the CIVIL WAR movie, but they didn't; AND Chris Evans seems interested in continuing as Cap, AND the Sam Wilson as Cap storyline/series will probably be over by the time they make the next movie.

Marvel Studios seems to instinctively be making all the right moves, and there's no way they're going to make the same stupid mistakes that the comics are making.

Just like they'd never risk a Marvel
movie, with a 100+ million dollar budget,
on a bunch of D List Marvel space
characters, that even some comic fans had
never heard of.

In a world where Guardians of the Galaxy
are a hit franchise, I think Marvel isn't
worried about much. A Marvel film is a
license to print money .
Here's a wild idea. Instead of scrapping
legacy characters by replacing them and
throwing diversity scraps to minorities,
why not create NEW CHARACTERS and make
them cool.

That has been tried many times. But unfortunately, audiences rarely gravitate to a new character.  Generally it takes the attached audience of of an existing character to have the staying power while it gains its new audience. What is the last completely new character that has stuck around?

I liked when Amadeus Cho "saw" Sherlock-esque annotations around him. It made him an interesting character, especially when he bested Reed and Doc Sampson in the smarts department. The problem is he was underutilized for his specialty. This whole Civil War II debacle would be a non-starter if they put Ulysses and Cho in the room together for a few minutes.
I'd also like to see Cho team up, or confront, the new Zen-enlightened Karnak. That would be a great road trip story.

I can't speak to the "Totally Awesome Hulk", but I enjoyed Amadeus
Cho in his previous appearances, particularly when he was Hercules'
sidekick.

It should be noted that they have already seeded him in the MCU. The
Korean scientist forced by Ultron to help construct Vision in AGE OF
ULTRON was named Helen Cho, which is the name of Amadeus' mom
in the comics.

Don't forget female Wolverine, female Hawkeye, the new Wasp, Miles Morales Spider-Man....

...and heck, two different Gwen Stacy's:  Spider-Gwen and Gwenpool.

Gwenpool is not Gwen Stacy.

Years ago, I used to think that Marvel was better than D.C. because unlike D.C., Marvel didn't have all these different versions of their superheroes which made the Marvel Universe unique.   Lately, it seems like Marvel is trying to outdo D.C. by having as many different versions of their superheroes as possible!   I think that this is really unfortunate because I really believe that the current creators at Marvel Comics are doing their very best at destroying the Marvel Universe that everyone had loved!

I also don't like what they have been doing to poor Tony Stark as of late!  It was a bitter pill to have to read about "The Secret Life of Tony Stark" in which it turns out that he was actually adopted!   And I don't even want to discuss the crazy situation concerning  the space aliens!   But what really made me sick to my stomach is that Tony Stark is going to retire being Iron Man so that a fifteen year old genius girl can take up the mantle of the Golden Avenger!  Well, after being a loyal reader of Iron Man since the seventies, I have  decided that it is time to part ways with this book because it has unfortunately, reached an all time low!

Maybe the Skrulls have infiltrated as Marvel's editors and writers while the real editors and writers are muzzled in their spaceships. What you say?
