"Strongest Marvel heroes or strongest heroes in the Marvel Universe? Because with the latter, I might have to include Superman, Wonder Woman, Manhunter from Mars, Captain Marvel..."
*************
Brian Miller: "This makes no sense to me at all."
Mr. Miller, Marvel heroes are those belonging to Marvel. Heroes in the Marvel universe aren't necessarily Marvel's... there've been a lot of crossovers (e.g., JLA/ Avengers for those heroes I mentioned.) And it was intended to be an amusing anecdotal observation anyhow. Is that more comprehensible? :)

How strong is The Beast? At least strong enough to make a monkey out of a gorilla! He's no pushover, that's for sure.----------------------------------------- Here's part of the problem. The weapons race aspect. Beast's strength seems to have been boosted up multiple times, whenever he undergoes another physical mutation (urgh). The most significant of these was in the late 80s when his strength seemed to go up into the sort of Thing/Colossus levels. Before that (going from OHOTMU) he could lift a tonne.
Here's the thing: clearly someone who can lift a tonne is formidable. No pushover at all and more than strong enough with the Beast's skill to spin a gorilla around on his feet.
I'd say Beast should be superhumanly strong but not vastly so. A bit stronger than Cap would be ideal.
Cap is the other problem. He remains at human levels while everyone else gets boosted up. Should Spider-Man be more than 20 times as strong as Cap? I personally don't think so.

Tangent...
Robert (or anybody else), Kirby didn't draw that Spider-Man, did he? Doesn't at all look like his work, although the figures above surely are his.

I think those figures above Spider-Man are cut and pasted. I most especially recognize that Hercules shot from somewhere else.

I thought I remembered Reed testing She-Hulk's strength, and commenting that she was significantly stronger than Ben. I might be remembering incorrectly, as I haven't read that issue in a while.
I did just read Uncanny #120-121 last night though, and Sasquatch exhibited more than normal Hulk (not to be confused with angrier Hulk) strength. He appeared to have calmly picked up an airliner, and tossed it backwards a significant distance despite it's engines going at max thrust. That's damned impressive, even for a super-heavyweight in the Marvel I remember.
I never thought of Spider-Man as particularly strong... in context, I mean. I felt like his picking up a city bus (under strain) was about as much as I thought was ever necessary. Otherwise, it'd be hard to view him as the underdog, which is central to his character.

The story-line may have changed in recent Marvel continuities. But I always felt that Hercules was given a bum rap and treated poorly for the power level he was at. I am thinking of a few situations but the time he was ambushed in Avengers mansion was the worst. I don't think he was ever portrayed this way in the comics, but I always imagined Hercules being like an enraged Huik ... something like the Abomination in strength level. I always thought it was cool that his body didn't build lactic acids either. I don't remember reading that about any other hero, so he could go a long, long time without getting tired.
I never cared for Hercules attitude. He kind of reminded me of Namor ... arrogant. But I felt his strength levels should have been respected more by various writers...
Edit: Forgot to mention the list, not sure if I did this before...
1. Hulk (Super Enraged) 2. Gladiator and Count Nefaria 3. Hercules, Hulk (Enraged), the Abomination and Sub Mariner (In Water) 4. Thor and Hulk (Normal Levels) 5. Wonder Man (may have been stronger than this in Avengers # 9 -- not 100% sure) and the Super Skrull __________________________ 6. Sub Mariner (Out of Water) 7. Thing, She-Hulk and Sasquatch 8. Colossus (Teen Age) 9. Vision and Iron Man 10. Grey Hulk
This is just in terms of pure strength, not really including additional elements like combat savvy and additional weaponry. Thor equipped with his hammer really has the potential to take out any of these people. Not sure where heroes like Doc Sampson fit in. Probably around Colossus level. And newer characters like Supreme I really don't know well enough. Some seem to be off the charts like Super Man.

In those images posted, Hercules, Namor and Ka-Zar have nipples, but Hulk doesn't. Odd.
---
I don't think he was ever drawn with nipples until Dale Keown became the penciller for The Incredible Hulk.
Why, I know not. Probably something Comics Code-related.

I thought Hercules had been elevated from demigod to God of Strength.
Even if he hasn't, that wouldn't mean he can't be stronger than a 'full' god. Would being a demigod make Hercules weaker than a 'full' Norse god like Balder the Brave?
Sub-Mariner is 'only' half Atlantean, but he is the mightiest Atlantean of all.

Does the specialist rule even apply to Thor?
Hulk and Thor usually end in a tie even when Thor uses only muscles.
And wouldn't the specialist rule mean Storm would beat Thor in controlling the weather?

Can Thor control weather or just lighting and thunder? If the latter, the specialist rule would work in his favor.
But that aside, I don't think the specialist rule is absolute across all power levels, otherwise Power Man would be stronger than the Silver Surfer.
