The piece is stunning even unfinished and if that should be it's final fate, then so be it.
As to why some people think of the Goblin as Spider-Man's top nemesis, I expect that to be because he unmasked and captured Spider-Man -- in that order -- through intelligence and not incident. That is the ultimate defeat of a superhero with a secret identity, is it not? Having their effectiveness entirely compromised by exposure and threat to their loved ones?
That being said, I've always detested the Goblin for some reason. It's as if Osborn's basic snakiness was augmented by his accident and sought an expression through the Goblin. No redeeming quality whatever.
Even the costume is an odd departure for the Ditko villains: Kraven, Sandman, and Dr. Octopus were in their natural attire. The Vulture is a very old man whose physical aspect might suggest his villainous identity. Mysterio looks like he walked off a special effects studio. The Molten Man is in his natural state, as his the artificially-mutated Scorpion.
But how dit Lee/Ditko get from the industrialist Osborn to The Goblin? My guess is that The Goblin came first without a full blown back story and he had to be retrofitted to Osborn.
In that sense, it would have been more fitting to have JJJ turn out to be The Goblin. JJJ's jealousy-fueled campaign against Spider-Man could have led Jameson to have an emotional breakdown and have him develop a split-personality like the Goblin -- hence the costume would denote naturally the festering evil in his personality.
Anyway, all that being said, that would have been a sweet commission to see finished as it perfectly captures the menacing evil of The Green Goblin. As it stands, that would be a hell of a conversation piece on any wall.
