Andrew, I don't know that it's 100% necessary for those to be specifically identifiable characters for the intended satire to come across in that panel. It's probably enough that most of the characters shown are recognizable and the rest are simply there to ramp up the amount and the level of suffering being endured by those in that cage.
If that is supposed to be Dr. Doom (and I really don't have another candidate in mind), then it is a truly sausage-fingered, clumsy mess of an attempt at him. Yeek.
The logic behind the choices of the characters shown is odd. If these are supposed to be avatars of justice and good, what are all the villains doing there? Are the characters chosen because they represent some special level of wrongdoing on the part of the publishers towards the creators (shown here as pitiable weeping figures tied to stakes with bags over their heads)? Why the Juggernaut then? Why Batman?
Clearly the Image boys feel they have suffered no less than the others who have given their sweat, blood, tears, and copyrightable characters to the companies. There's Venom, right there, in agony alongside the classics.
I can't think of too many characters with yellow hands and arms, if we are in fact meant to associate that guy on the end with a specific character. Dr. Fate is the best known one that comes to mind. The Golden Age Aquaman had yellow gloves. It's not Professor Zoom. No reason to think it would be Takion.
There are a couple of coloring gaffs already (WW's bracelet, Colossus' wristband) so there's really no reason to assume the character McFarlane intended to show would be yellow to begin with.
