The white areas definitely look to me more like touch-ups than deliberate artistic choices.

The way they cut that image into the Header and Logo is terrifying and
amazing all at once.

What is the likely touch-up material? It's amazing how white it still is.

I am also amazed at the diving bell details.

My guess is that the paper is more aged-looking than the white ink/paint because the paper has acid in it.

Matt is certainly right about the acid.  The glue in Zip-a-tone can yellow too.  I have Buscema Savage Sword of Conan page inked by Klaus Jansen that this has happened to.  The white ink is still all nice and white.

As for what the white material is, hard to say for sure, but I'm going to guess it's Pro-White.  That stuff is versatile and ancient, and there may not have been a popular competitor at the time?  Even now, really?

One of my favorites.  Jerry Robinson revisited this one when he created a print  for the National Cartoonist Society in 1978, one of which hangs on my wall in front of me right now (a gift from Cory Vandernet)
