I think that because the arms,legs and chest are coloured pink on Scarlet Witch`s original costume,people mistake it for flesh.As for the `Gypsy` look,do any gypsies today dress like that? It seems to me an old fashioned stereotypical look.Also,her brother Quicksilver doesn`t go round dressed like a stereotypical gypsy,so why should the Witch?

It's been bugging me as to what the new Scarlet Witch costume reminds me of, and I think I've figured it out - a mix of the outfit that Neo wore in the Matrix sequels (the whole 'priest' look), combined with the red thing Famke Janssen wore in 'X-Men III'.

Turns out 'Marvel NOW' really is a case of 'partying like it's 1999' - at least, visually...

I doubt it was on purpose. Marvels Big Three were created by three independent artists. Capes and masks are ususally part of the image the characters wants to invoke. Magic, majesty  and mystery needs capes. That's why Namor used to wear one when in royalty mode. 

Of DCs WWII big three, only two had masks and one was  capeless as well.

The FF are a special case. 

Spider-Man and Iron Man not only had masks, but full face masks. Daredevil also sported a mask. Four out of five X-Men as well. 

At DC the cape didn't seem to be a feature of the Silver Age either. None of the re-imagined heroes (Flash, Green Lantern or the Atom) had them. 

Not sure if practicality was the reason Kirby, Kane, Infantino and others designed what they did or if it had more to do with a changing aesthetic.

Publishers other than DC avoided capes not because of practicality, but to avoid any lawsuit over their character being too much like Superman. As I recall, this was also the reason Thor at Marvel does not fly, but instead is carried along by his hammer when he throws it.

Edited to note: This was the line of thought during the Golden-Age and Silver-Age of comics. Somewhere along the line, it seems, DC stopped worrying about all the heroes with capes who could fly like Superman.

The Scarlet Witch gypsy costume was born out of a story. The
Avengers battled Morgan LeFey and she managed to alter reality to
resemble medieval times. Wanda's power was the key to making this
happen. When reality altered all of the Avengers outfits did as well.
Wanda got the gypsy costume at this point.

Now, the flip side to this is when reality was restored, everyone's
outfits were restored as well. For some reason, Wanda's wasn't. I don't
remember if there was a story explanation for this or not. I'm guessing
it stayed because George thought it was sexy.

Witch's costume actually did revert back to the variation of her regular costume she had been wearing - and she wore it through vol. 3 issue  #4 (the new Roster issue) - and then in issue #5 she chose to go to the Gypsy costume - iirc, to "reflect her heritage" or some such nonsense.

Firestar, in her New Warriors costume - Perez (via Pym) redesigns her a new one within a few issues.
