Think about when the messing with the costumes started. It corresponds very closely to the tipping point, when fans-turned-pro began to outnumber the Old Guard. So more and more things that were taken for granted had to be EXPLAINED and, worse, APOLOGIZED FOR.I have gone down the first road myself from time to time, but I like to think I have never set even one foot on the second!

A part of the problem is that comicbook women have become, more and more, what civilians tend to think they are: bad girls with their boobs hanging out. Power Girl, when she first appeared was, in the vernacular, a tough broad! She didn't dress like she did in order to be SEXY. No standing with her hips cocked and her balcony thrust forward. In many ways, she reminded me of a (probably apocryphal) story I read years ago about Raquel Welch. As the tale was told, Ms Welch was performing on stage in Vegas when the spaghetti straps on her gown broke, and her top dropped, unleashing the ladies. Her first instinct was to cover herself, but then she thought "F*ck it! Let 'em look!" All in the days before camera phones. I read Power Girl much the same way. Her costume is not intended to be sexy, it's intended to be DEFIANT. "Let 'em look!"

Nathan, Power Girl's costume design has changed since that promo image came out. Apparently, DC agreed with you. Now I wish they'd do something about that horrid Jim Lee-inspired Huntress costume design she's been sporting since the 90's. "Hey, everybody! Look! Christian super-hero!! I'm Christian!! Christian over here!! Aim for the cross, everyone!!" At least they closed the wacky bare midriff window she used to have. Yes, when going retro, the original Ms. Marvel outfit is definitely the direction to go...
