Haha...sorry Darren, I've been away over the weekend. Back now though so here's a clue - it's not Marvel, it's not DC, but it is from a well known series.
In fact Mr.Byrne's one and only story for the series made a recent JBF Reading/Viewing Group thread but this particular cover is from an issue where he provided the inking job.
I'll check back later and if nobody's got it I'll put an end to driving you crazy and post what it is.

Still not worked out your #1 from the mid 90's - I feel I should know it but unlike the others it's not sparking off anything in my head.
Keen to see what it is now - that one's driving ME crazy!

Thomas, the series lasted less than 20 issues and JB's only milestone / involvement was the cover of the first issue as far as I know.  One of those DC-published but smaller company-created comics.

Rick, your clue gave it away. Shadow Cabinet #1, a Milestone comic published by DC.  Sneaky!
