I'm guessing MODOK is in there someplace.

When I thought of that one I thought I had it, but the positions aren't quite right, either, are they.

Hee-hee.
Hints: You all know this one and the image is "simplified" to the extent that nothing is drawn except stick figures of the characters on the cover.

Sorry. This is interesting because it might mean we're making these too easy by adding give-away details.
I'm going to add one non-"stick figure" detail. A dead give-away:

Pretty sure Steve got it. Nice job. It is true that stick figuring at its most pure form is probably a lot harder. I tend to lay in a few clues figuring the intent of the game is to require deductive abilities (along with a lot of JB cover knowledge)... for instance, including a stretching character usually means the FF. A shield generally means Cap. I note that when you added the shield, the answer came within 6 minutes, and early morning, too! It's all about finding that delicate balance between too many clues and too easy or too few and basically impossible!

Rick: It's all about finding that delicate balance between too many clues and too easy or too few and basically impossible! ** I was surprised how hard this one was without the shield.
Ideally, to me, the stick figure drawing should be puzzling for a time. But ultimately it should feel like you were given all the clues to solve the puzzle.
This cover is so classic that, when I first drew it, I thought the stick figures were enough. I guess I misjudged.

I think one problem was that I (and I'd guess others) assumed it was arms coming out of a big head... hence guesses of Modok. I think leaving out the shield is fair enough, but the wings and the tail are part of Dragon Man's body and I reckon they should get a stick :)
