Depends on what you want from an "appearance". He has shown up as a "wink-wink" appearance at things like Rick Jones' wedding...Incredible Hulk vol. 2, #418 (Jun 1994) "On page 14, at Rick Jones' wedding, Rom and Brandy make their only in continuity appearance between Rom #75 and Spaceknights #1."
He was in Universe X #3 in 2000...but not called Rom
Rick Jones has some Rom costume parts that used to show up in the Captain Marvel (Genis) series...
The Spaceknights mini series... I stayed away from it, but it had Rom & Brandy's 2 sons in it. I have no idea what part Rom played in it.

I think Zaki had a order listing of ROM comics that he used when he binded his together, if I'm remembering correctly. I'll see if I can find it. ROM would be a perfect three or four volume set.

I have all the ROM's I think, but not sure about his team-ups. I hate the idea of trying to find them tho. Lots of boxes to look thru. Ugh.

This is like the Marvel GI JOE comics, right? IDW should publish those old ROMs!!! :D
