As I have said many times, I wonder if it was some kind of mental
cross-circuiting that led to Brian Bolland giving Madame Rouge's
powers to ElastiGirl in this pinup. . . ?

I'm not sure when the pinup was done, but I'm sure The Incredibles
character doesn't help.

I am pretty sure the Bolland pinup was before the Incredibles movie.

I'm pretty sure that Bolland pinup was done for the loose leaf Who's Who DC Published in the early 90's.  I can understand the confusion though.  Rita Farr was dead when I started reading comics.  Her code name was Elasti-Girl which doesn't say size changer to me -- more like stretchy powers.  This image doesn't help either:

Ah, but it does! Unlike Madame Rouge, or Mister Fantastic, or the Elongated Man, Rita did not stretch like a rubber band, but she COULD sort of "throw" parts of herself, like her hand, allowing that part to enlarge, with the limb behind it doing so proportionately.

I had her do it in issue 6. LINK

It's a neat effect.

If Rita were supposed to stretch like Madame Rouge, wouldn't she have
displayed this ability when they first faced one another?

By more than a decade, in fact.  It was included in Doom Patrol vol. 2, #50, part of Morrison's Doom Patrol run.  The cover date was December 1991.
