The Usual Suspects: Superman, Batman, Captain Marvel, Captain America, Hawkman, Flash (Silver Age), Green Lantern (Silver Age), Spider-Man, Thor, Havok, Angel (Adams), Guardian.
Best villain designs: Doctor Doom, Red Skull, The Joker, Green Goblin
Not the best of the best, but I like them a lot: Elongated Man (maroon and black), Atom (Golden and Silver), Red Tornado (not the robot's first look, the second one), Aquaman (yeah, I know, but I think the scoop neck is cool), Spider-Man's black costume
Costumes JB improved: FF, Hercules, Wolverine, Boomerang.

In addition to those I mentioned before, I just thought of the Golden Age Sandman. Putting that gasmask with the trench coat and fedora was a brilliant idea. Sandman's one of the most visually striking characters of that time, especially on those great Creig Flessel covers.
