French speaking Canada is right next to the US, that's closer to you than France is to us (I don't know what state you're in). Louisiana has a lot of french speaking people. In big cities there are tourists and immigrants from France and Canada and other French speaking countries. "Europe" isn't one large entity like the US and even in the US you wouldn't assume every guy you met in Minnesota was fluid in Spanish because the US borders on Mexico, most of the Southwest was originally spanish-speaking Mexico and the rest of the US has plenty of Spanish speaking immigrants. Would you? Besides, "Coup d'Etat" is a term used in civics classes all over the world. Especially in english speaking classes. We use a translation ("Statskupp" i.e. "State Coup") in Norwegian. We learnt "Coup d'Etat" in English class. Norway is by no means an area where French is spoken widely. I wish it were, then it would be possible to make comics import from France commercially viable.
