Remember that one of the original points about Dr Doom is that he had diplomatic immunity. There are still rules of engagement. Super-heroes are (presumably) allowed to act as vigilantes in their own countries, to varying extents, but getting involved in international affairs like wars with Iraq etc is not encouraged... the grave threat of WW2 excepted (The Invaders) or when they do kinda meddle in international affairs oops.
Ultimately of course its a conceit of the genre. Like in a world full of stun guns the police still use bullets. That's unlikely.

Actually, it was a two page story in LOOK magazine, from 1940, and it perfectly illustrates our point. Crazy coloring, though;

I'm pretty sure there is a longer, slightly different version from the comic books themselves that includes Clark Kent travelling over as a war correspondent and sneaking to the front wearing a uniform. It also gives "Hitler and Stalin" name changes and has a different ending. That version is in colour. But as a 2-page story it's an even better example of why there were so many rules to prevent superheroes making actual changes.

You know, mulling this over a bit, it struck me that it should be very unlikely for wars to occur in either the DC or Marvel universes. The DC universe has so many heroes with off the chart power levels, such as Superman Green Lantern and the Spectre, that normal human combat should really be almost impossible to engage in. Marvel has a different problem, they have so many super geniuses, such as Reed Richard, Tony Stark and even Doctor Doom, that most of the reasons for waging war could probably be eliminated.
I mean, if Tony Stark can build a miniaturized arc reactor in a cave, from scraps*, shouldn’t he be able to come up with a solution our energy troubles on his lunch break?
But then again, maybe these are the things best not spoken!
*Or if that’s too Hollywood, how about the fact that Iron Man and Thor built an engine to re-energize the power-providing rings of Arkon’s world in the time it took for the rest of the Avengers to take out his army! Seriously, why would the Marvel universe need coal, gas or nuclear?

If they supply the entire world's energy demand off that suitcase fusion reactor they cobbled together from a Nintendo gaming system and a coffe maker after 3 bottles of tequila at the weekly poker game, what will that do to the world economy? And besides, that thing makes damn great coffee.

For what it's worth, it appears DC no longer has interest in pursuing the story, and still considers Superman American: http://comicbookmovie.com/fansites/luffycapri/news/?a=36606 I wonder if Time-Warner got involved at all and put a nix on this.
