Or it could be that Frank's turned down so many Marvel offers that their ego is a tad bruised.

You know, now that I think of it, if Breevort’s current long-term attempts at engaging new readers and increasing business have been such dismal failures, it may behoove him to eventually think outside the box and seriously examine a few "instant answers" to see if they may actually have an effect.
Or is it another brain-dead case of "if it isn't my idea, then it sucks?"

Hang on - we're looking at this the wrong way. Brevoort is saying because JB and Frank Miller aren't calling Marvel, that's why they aren't working there.
So... why don't all of US just call and ask to work there, and then run it better? They have to let us work there if we ask! Otherwise, they'd have no one to run the place since they don't actually look for talent!

If someone gave me a hundred bucks and their own personal copy of the trade, I would still have to think about it for a few minutes to decide if reading All-Star Batman(...) would be worth it.
Then, I'd read it, and pocket the hundred clams to buy something better.

Frank Miller doing Captain America almost scares me. I don't mind a little political satire in my superhero comics, but I don't want to be hit over the head with it either. The Dark Knight Returns has a fair bit of it, but it seemed more like a character piece. The Dark Knight Strikes Again on the other hand was pure satire and very heavy handed at that. With Captain America, it could get real messy, real quick.

As I come back to this today, musing further since yesterday, I find the single part of Breevort's pronouncement that disturbs me most is his dismissal of what has been said here as "easy" fixes. There is nothing "easy" about producing books on schedule, on a monthly basis, making them easily accessible to all ages, and to new readers. If it was "easy", yes, I suspect the current crop of "talent" at Marvel WOULD had tried it by now. But they are too busy looking for the fixes that ARE easy -- short term fixes, like stunts and gimmicks. Something that can blip the bottom line up a few bucks for the month or two in which it happens -- but not the kind of hard slog that is required to make a real, ongoing difference. Still, he has doubtless accomplished with this what he wanted. Those who drink the Kool-Aid will chirp his tweets like good little parrots, and not pause to ask WHY, if what I suggest is "easy", it HASN'T been tried!

I often wish comics could return to what they were when I was a kid: fun, accessible, creative work produced by folk who obviously loved what they were doing!
Bu today's comics are a completely different beast....
