The suitable ones he really NEEDED to eat would then be the ones on the menu. (Earth and Zenn-La fer example) Otherwise he'd just come to a system and eat one planet at a time in order. The Shi-ar empire is pretty populated so he'd just eat all of their planets one after the other. I always thought that the picking and choosing was more intersting for the character, because it wouldn't be enough for him to 'simply' find an inhabited world, but he had to locate one that contained the correct STUFF in it. Even starving, he'd have to pass it up. GALACTOUS-INTOLERANT! tee-hee. The need for a herald becomes necesary.
