It's Sal Buscema on the pencils as he was on much of the run. Just a very strong inker adding a lot of texture. The panel of the two kids in the flood, you can easily see Sal's style in their faces and composition.

While I love Gerry Talaoc's work, can you imagine how great Alpha Flight would've been had Mike inked his own work?
