I agree. If written badly, Captain America can become a symbol for anything and everything one can be critical of in the US Government (and Cap in those cases really seeming nothing more than a mere servant of the government). When written "correctly" or well (the Stern / Byrne run leaps to mind), it is ALL about the American dream, and at the root of that dreams are some pretty darn good ideals. Now, America may not always live up to those ideals, but it certainly doesn't mean that Cap shouldn't be a symbol of them. IMHO.
