Congrats to Jon.

Currently reading the proposed Irish Civil Partnership Bill. Looks promising. It passed the lower house of parliament without a vote (everybody was for it). As Michael Collins said "the freedom to achieve freedom".

David,

In most parliamentary systems real power resides in the lower house of Parliament.  What are the next steps the legislation must take before it becomes law?  Passage in an upper house?  Signature by the President?  Also, if it fails in the upper house (assuming it needs to pass there) is there a mechanism (as in the UK) where the upper house can object only a finite number of times before the bill becomes law their objection notwithstanding?

The Upper House (The Seanad or Senate) can't block the passage of the Bill, they can hold on to it for a long time before sending it back with proposed amendments. Proposed amendments have to be passed by the Dail (Lower House). It is then brought to the president who has to sign within a certain timeframe, refer it to the Supreme Court if she thinks its unconstitutional or resign from office if she doesn't want to sign it. This president will sign it though. She has been a civil rights activist in the past.

They won't delay it. They may point out some areas that they think need tightening up (they see a loophole) or suggest areas the bill should cover. The Seanad (both houses really) would be liberal compared to the US.
