I don't like the bit about speaking anonymously, but its a step in the right direction. Probably a baby step, but a step is a step.

I don't think speaking anonymously in this case is any different from other
instances when an administration official leaks a new policy or initiative
before the administration makes congress aware. I think this is more than a
Baby Step. I think the Administration is not only advising the world but the
states. If we oppose discrimination globally we oppose discrimination
"locally."

I'm saying baby step because I'm a bit of a pessimist. I'm hoping its more than that.
Also, is it policy to not speak of something before making Congress aware? I'm not being sarcastic, I actually don't know. If that's the case, I'll retract my disappointment.
