Dave, I assumed, because a lot of Hannigan covers also featured that same disclaimer, that Hannigan was designing them, and the artist would work from the design.
I don't believe it's a hommage, but rather, JB working from Hannigan's design.
But, since we have both JB and Hannigan here, I defer to them.

That could be it, I suppose, but it's certainly not JB inking Ed Hannigan on that cover, which is what Vinny was pondering. This one is also Hannigan inked by Byrne. MTU #129:

Aha! I could have sworn there was a Thing cover by Hannigan that JB inked. But I didn't think far back enough to Marvel Two-In-One.

Y'know, I've never been too fond of Al Milgrom's inks, but something just works with the Hannigan/ Milgrom combo. And Janson ain't bad over him, either.

Hannigan's PPTSSM covers are some of the best ever. He was probably the first artist who I recognized as a "cover artist." His composition and dynamics are awesome.
