I just read online that DC has instituted a policy for pencilers. Pencilers are now required to produce 22 pages per month. If they do not, then pages will be taken away from them.
Okay... aside from the obvious ridiculous nature of requiring artists of a MONTHLY product ot produce their work MONTHLY... the publishers STILL do not get it! IF you require, suggest, or even HINT that it is okay to produce work every 4 week... you WILL be late! I really do not know how commerical artist can LIVE on one book per month... BUT an EDITOR should require a turn around time of at LEAST 3 weeks(which comes out to one page per day) so that with every issue you are GAINING time. That was what I shot for when I was a working editor... and it is the only thing that makes sense.
But what do I know...

But this probably only applies to unpopular artists who already respect the rules anyway. They could reward steady workers with more exposure and such instead of using the super slow artists to promote books they aren't even working on.
It's the super stars who create late books and DC can't fire them off books. Seems like some sort of PR move.

Considering DC is (in)famous for 12 month contracts that require only 10
books to be produced, this is very nearly a herculean leap forward. Or more
precisely, backward -- back to a time when comics were produced by
professionals.
As to page rates, assume $200 per page, for pencils, for a nice round
number, and multiply by 22. $4400 per month, or $52,800 per year.
Whether that's a "livable" wage depends in large part on where you
happen to live!

At least it's a step in the direction of requiring the artists to do their work.
(which is not in any way to suggest that I don't think it's stupid to have
gotten to this point)

I remember back when I was editing a book called WEST COAST AVENGERS... I asked a writer/artist to take on the assignment... went away for a two week vacation to England... and arrived back in the states to find TWO scripted and pencilled books on my desk... and there was a definitive smell fo rose petals in the air. Most have been HYDROPONIC!

$52,800 a year is good money here, but then again, I live in one of the lowest living expense areas in the U.S. Trick is to live here and make your money elsewhere.

Remember that's before self-employment taxes as well as personal healthcare, pension/savings, etc. Wittles down that fifty grand significantly.
