It looks like JB to me, from the expression, the arm, hand and cape.
Here are two Sal pages I won on ebay and finally made it here. I am using the ebay listing images, I haven't had the chance to scan them on my own. The pictures reveal blue pencil, white-out and many other delicious details!!!
I loved this particular issue, especially the Thing as drawn by Sal and Talaoc, too bad he wasn't in one of the pages. Maybe some other time...

ah, the inks on that "WoSmallville" cover definitely have an Alcala feel. Looking harder, I see a little JB in the tilt of the head and the drapery of the cape, but a lot of the mass (in the hair and muscles) looks like it's been flattened.
Any original JB is good tho (a cover doubly so), so congrats, Paul!
