Boil the bust in hot water for a couple minutes -- it will loosen the glue and should leave the paint mostly untouched.  It'll leave residue from the glue on her shoulder, you may want to consider a complete strip back and a repaint or you may get lucky and be able to touch up just the shoulder/hair.

If the base is a separate piece, only put the dragon in the boiling water (wear gloves so you can hold the statue over the pot).

I did this boiling thing to Frankie Raye to get her hair off so I could repaint the bust in gold chrome.

Problem is the dragon is sitting as much IN as ON Kitty's hair. If I remove
him/her/it, there will be a hole that I'd have to fill with sculpting and
painting.

What's wrong with Lockheed, JB?  I always kinda liked him.  I may be thinking more of Excalibur than of the X-Men, though.

Shoot it over to JIM MADDOX with a tube of Aves sculpt putty -- I'm sure Jim would fix the hole/hair for you for a case of beer (or some such).  I actually saw a really great online photo tutorial recently that showed sculpting hair....I can't remember where I linked to it.

I agree - Kitty is much more BYRNE without Lockheed.  Did she even have Lockheed in that costume?  I think she had  gone through a few outfits and then gone back to the black/gold and lost the mask when she hooked up with Lockheed, so having her wearing the mask with Lockheed is kinda a non-Byrne moment...

...I might pick up a new Kitty on eBay and see if I can lose the dragon myself.

Paul Smith drew her with the mask in Uncanny166, where Lockeheed first saved her from the Brood.

That mask had a big yellow "X" on the forehead (and was not full face, only covered her skull not her chin) -- so I submit to the jury that Kitty dressed as John Byrne drew her should NOT have Lockheed on her shoulder.

neither was mine -- I looked it up, so your memory is actually pretty good since you recalled she had a mask at all in issue 166
